It's time to 86 64. 20 years in the making, New64 is a plan to finally execute the vision of 8664. This plan would properly re-route 64 to allow for the demolition of the nasty viaduct along the riverfront and provide new connections through the center city.
Just before the existing tunnel and grinstead drive exit, the freeway would be re-routed into a new tunnel, which would take a curve to run under Baxter Avenue. There would have a new exit for Bardstown and Baxter Avenues, built around a refreshed mid-city mall.q The tunnel would then surface at the beginning of Broadway, allowing a seamless transition into the city. There are three potential routes if the freeway is wished to continue on to reconnect with 64 and 264.
All new construction, including any one of the potential routes could cost as little as 20 million to 1 billion dollars. This is a steal compared to comparable projects, and the low costs can be attributed to the abundant construction expertise in the city, and well as nicely preserved right-of-ways.

Two options for exits, below bridge right turn exits (would require complex and confusing turning around system above and below broadway, but ramps would not need to have stoplights along them), at bridge level with entrances to the dogbone roundabouts which go over the bridges.
If someone more familiar wishes to do a more realistic quote the construction from bottom to top is: 3' sidewalk with integrated vertical only curb, 8' dark green or dark red colored asphalt lane with three 1.5" painted lane markings (two solid white, one yellow), 6" vertical only curb, topsoil 2' at 1' depth, 6" vertical only curb) 8' asphalt lane with 1.5" painted lane markings (yellow and white), 6" vertical only curb, 1'8" topsoil at 1' depth and subsoil at 1' depth, 8" concrete wall 8' high
