Reserves are large areas of land, identified as ideal sites for Ultra-High-Density development, due to their relatively low impact on surrounding areas and residents, and where Ultra-High-Density development will fit well into the surrounding built and natural landscape.
These areas are to sit empty until the other projects in The Louie Plan are completed to prepare the city and its residents for development of this scale. Approximately 20 years at the least for any first one. Palmolive and High Clifton are most ready, Bay Louisville will need longer. Palmolive is currently under threat by the city of Clarksville's medium density development encroaching from the east. High Clifton is secure being nearly entirely government property, and Bay Louisville is relatively safe being mostly industrial property and property of the Port Authority.
