A new underground parking garage network, consisting of an underground loop, to remove surface access to parking garages, simplify payment, and directly connect the garages to the interstate system to eliminate predictable commuter traffic from the surface streets.

58 parking garages currently exist, future improvements would connect many garages with underground tunnels and others with direct road access from major arteries in downtown. Current planned tunnels include under main street and market street.
Improvements to the system would include demolishing two garages and combining and reconstructing 3 to 4 garages to create a much larger garage which could hold more than to 16,800 vehicles underground.
